CHANGES IN THE OPERATING HABITS OF SPORTS ASSOCIATIONS
One city had identified a need to change the operating habits of sports associations that regularly receive municipal subsidies and wished to organise an information session on the legal and financial framework of the Multiannual Objectives Agreement (MAO). Indeed, sport in associative industry is a vector of socialization and education and requires monitoring and support.

We have elaborated a presentation and training kit with three parts:
Raising awareness of legal issues: The legal systems defining the terms of the relationship between the public authority and the association are dominated by a confusion of legal qualifications which call for an unambiguous contractual formalisation that allows a clear distinction to be made between a relationship without consideration and a service provided to the public authority.
Financial and operational consequences: The practical financial conditions to be met for an association structure to be eligible for a subsidy: "The amount of the subsidy must only compensate for the costs incurred by the association for the performance of a Service of General Economic Interest, taking into account the revenue it generates and a reasonable profit. »
